A.C. received a three year sentence after being convicted of sexual assault, strangulation, and stalking in Wisconsin. After completing his sentence, A.C. moved to Minnesota, and his supervision was transferred through the Interstate Compact for Adult Offender Supervision. He successfully completed an inpatient sex offender treatment program, found full-time employment, stayed sober, and had no parole violations. However, Minnesota later petitioned the courts to civilly commit him, and in 2023, a judge ordered him committed to the Minnesota Sex Offender Program (MSOP). MSOP provides for potentially indefinite civil commitment of individuals who have completed prison sentences but are deemed to have a mental disorder and at a high risk of re-offending. Reports indicate that MSOP, which opened in 1995, did not release a single person for the next twenty years. Nearly a hundred people have died inside.
